illegal migrant amnesty

It is not a well known fact, that there has been a partial amnesty for illegal migrants since 2004.
On the 1st May 2004, 10 countries joined the EU.

For these legal migrants to appear in official goverment statistics, they have to register in the home office Worker Registration Scheme (WRS). in 2004 it cost £50, more recently £75. An example of the goverment making money from the migrants.
I have been helping people fill out these WRS forms. One of the questions asks if you arrived before 1st May 2004. I get the feeling that people from these 10 countries who have been here working illegally, well before 2004 are getting a total amnesty. Just pay £75 and you are legal !
