why bother to fix the roads

Why should local councils spend money on roads when they could use the money to employ 'One-legged, Ethiopian lesbian, single parent outreach co-ordinators'?
I bet senior Govt. ministers have shares in companies like Kwikfit, Dunlop, Koni and other companies who benefit from rubbish roads.
