And this would generate more revenue through increased income tax, national insurance and VAT of 17.5 percent from enhenced income of the driving schools.

Of course, the more expensive driving test fees, which may be further sub divided to cover (such as theory, driving on A or B class roads, driving on motrways, etc.) different aspects of driving, to generate more revenue to pay for the salaries, holidays, pensions, allowances,etc. for the members of House of Conmen/women!
