Should all vandals be dealt with?

Of course they should, and not in some lilly livered wooly "It's not their fault! They didn't know" lefty way. Obviously they've nothing better to do if they're going around damaging property, so put them to work. Hard labour in a detention facility of some sort springs to mind.

If they are young enough that they should have parents keeping an eye, fine the parents heavily, or as is more likely possible, just stop their benefits. Maybe they'll get off their fat arses and get into work too.
