The comment about planners is a good one, its just a pity that the government dosn't take the advice of the Barker Report and replace planners with professionals, as the knock on consequences of their biased decisions have profound effects. But this is true right across the board, as it is these self replicating, parasitic bureaucrats, that keep ill educated "professionals" in jobs, with salaries that they couldn't possibly achieve otherwise. Check out the qualifications of your local £150k council leader, you might be surprised. Hopefully the myth that sacking incompetent managers and employies will loose votes, is seen for the nonsence that it is. In any event, if the reported astronomical figures spent on these people and their pensions is true, then the choise is between a prosperous country, or one full of overpaid halfwits.
