Coppers on the beat, versus good intelligence

On the subject of the Yorkshire Ripper, I think it was more the old fashioned card index system that they had instead of a computer that allowed Peter Sutcliffe to remain at large for so long. Despite being interviewed several times and his mentally retarded wife giving him an alibi they also had the human error factor of a pride driven copper who honestly believed that he had personal communication with a vicious hoaxer.

Mind you, if it had not been for two coppers routinely stopping him that fortuitus night, he would have continued murdering. Same thing that eventually caught the Black Panther, Donald Neilson, were two coppers stopping someone suspicious.

In conclusion yes, we need more coppers and more intelligence.
