Stress keeps 1in 4 of us awake every night.

What of community based "noise" loud/unpleasent, moronic music all hours of the night , 'Young people' ! bawling and screaming into darkness, dogs barking ?
Do'nt this keep one awake, or wake one ?................Spin word 'stress'
What of the community that causes fear by its very structure / behaviour ?
Can one differenciate between fear and ..."stress ? Is this word "stress" a detracting spin word?
Perchance an effective police force, a judicial system, effective deterrents ease a great deal of the general publics "concern". ? .......
