dog owners

Our neighbours have two dogs that live in a garage next to our living room. They get let out for about 10 minute each day to deficate in the back garden. The piles are left to rot! I complained to the Environmental Health people twice about being woken up by barking dogs in the middle of the night. I also sent a photo of the piles of dog crap in their garden. Nothing has been done about it.
Some people are not fit to own animals yet they also have children.
Would they have the same attitude to owning a dog if they had to attend a course at their own expense to get a certificate that allowed them to own a dog. An annual license fee and compulsory chipping would also reduce the number of negligent owners.
