He no longer has any jurisdition over Scotland he signed it away with Bliar with devolution.The SNP are now calling the shots in Scotland,so ditherer is ruling over England only .The only say he has in Scotland is Taxes and Millitary every thing else is decided by the Scottish Parliament.The Scottish labour party has controlled England since 1997.
