ok, so let's get this straight

people complain that nhs doctors are bad, lazy or incompotent, and that the good ones go into private practice.

so a system is introduced whereby good work is rewarded, and things are made potentially more attractive for good doctors to stay within the system.

and people still complain.

boring.
