Mind you, I don't blame Boris Johnson for insisting that the budget will not be exceeded.

However, with Tessa Jowell and her umpteen minions in charge, I doubt that Boris will have any say on the matter.

Sorry, I but refuse to buy the 2012 lottery tickets. This whole thing has been a farce from start to 'unfinished' by 2012.

Someone, somewhere, is just loving this new 4 year long gravy train which is really just a licence to print money for the few who will actually gain by it.

I've got the feeling the whole country will be cringing with embarrassment as the spectacle of it all.
