This is a cynical ploy by Brown. He starts the rumor and then just weeks before the election he will have miraculously brokered a deal that means rises will be minimul. Then if reelected he will let the rises through. We must realise that the fuel bills are vatable so any increase will vastly increase the chancellors revenue.
