£4 Billion? Better be prepared for wacking great tax rises then. I assume it will be the little above poverty earners who will have to pay for this, after all and God forbid, Gordon Brown should tax the rich sufficiently. They need those massive personal fortunes after all and research shows that they don't like to share.
