Police just spend one hour in an average shift on the beat Saturday October 3,2009 By Daily Express ReporterPOLICE officers spend less than six hours a week patrolling the streets, it was reported last night.
The amount of time bobbies are spending on the beat has dropped by almost 10 per cent in three years, according to official figures. At the same time paperwork has risen, despite the Government vowing to slash bureaucracy. The disclosure last night led police leaders to claim that officers are now being forced to do “fire- brigade policing” – rushing from one incident to another with no time for patrols. Officers spent just 13.8 per cent of their time on patrol, which did not include attending incidents, according to Home Office statistics for the period 2007-8. This equates to one hour in an average eight-hour shift, or less than six in a 40-hour week. In contrast, more than a fifth of the police’s time is consumed by paperwork – the equivalent of more than eight hours a week. The figures emerged as forces have been told they no longer have to provide information about the amount of hours officers spend on patrol. Simon Reed, of the Police Federation, said: “Officers are rushing from one incident to another and are unable to fulfil a patrol function. This is fire-brigade policing.” Shadow Home Secretary Chris Grayling said: “Right now decent people around the country feel they are not being properly protected by the police.”

Police Officers are constantly targeted by the media, the government, electors & any frustrated victim crying out for help. I know...I've done it. I slated the local Police Officer who was the Beat Manager for our district, writing to the Chief Constable, Local District Council Chief, Labour Member of Parliament & Labour Local District Councilor....amongst my tirade of vitriolic comments, I likened the Police Officer to someone who had the curiosity of a stone, and on the unusual occurrence of speaking with him I come away with the impression I have been speaking to a person who projects an aura of complete disinterest, like one desperately awaiting the day when his pension is deposited in his bank.
The Police Officer called round to talk to us at our home; he worked with us for a number of months keeping us up to date.....as far as he was able; advising what was happening in our area. Guess what.....after investigating what disciplines applied daily appertaining to the duties of an officer, I discovered they do a B-L-O-O-D-Y marvelous job WHEN THEY WERE ABLE TO!!!!
The obstacles contained in their day to day disciplines are horrendous. Crimes committed by immigrants who do not speak English, illegal trespass by Itinerant Travelers, feral yobs aged between 7 & 21 claiming Civil Liberties & Human Rights, impotent Judicial System, Home Secretary who issues officers with an ID card in Brail to assist people who are blind, or even reneges on a promised pay award. Criminal proceedings against victims instead of person/s causing damage, injury or mayhem. PCSO's who have little more authority than a Traffic Warden, working under the supervision of a trained Police Officer.......if the officer makes an arrest, takes 2 to 3 hours at the police station with paperwork; the PCSO's cannot stay out on patrol unsupervised, so the streets can become no go areas. Also, I'm led to believe the Police Officer completing paperwork connected with an incident, having over run his duty shift hours, receives extra rest periods in compensation. The list of obstacles & penalties associated with a Police Offers career do not justify them placing their lives in danger......but they do so daily & without complaint. So it's obvious officers will not be out on patrol, even though they are working long hours each week.
This particular police officer attempting to deal with an incident in a secluded parkland area late one evening arrested one yob in a crowd of nine. Suddenly he is surrounded by another ten yobs that appear out of the bushes. Nineteen to one in a secluded area; I complained to a local district councilor that the incident was dangerous & he should not have been on his own. The councilor replied "These officers know what job they are taking on when they sign up".
Gordon Brown stated every Police Officer would have a mobile telephone number available to the public.....it's a load of C-R-A-P, where they are available you'll find it's on answer phone & the officer maybe on a rest period. If he/she is available.....they don't have a cat in hells chance of taking the call, it's impossibility.
We are now gearing up for a general election & I'll guarantee NONE of the politicians vying for the comfortable (financially self rewarding) position of an MP in Parliament, will do anything to relieve the crime infested situation that seeps like an open cesspit throughout the UK. Not one of them will broach the subject of flooding Britain with immigrants, or the problems associated with multi-culturism. Mutli-racial isn't a problem, but these politicians are unable to comprehend the difference or even understand the obvious geographical fact that England is an island, NOT A CONTINENT.
Anyone who doubts the problems the police put up with, created by this idiotic government over the past decade......should make an effort to take an interest in what the police actually do, then get in touch with their local MP and ask them what the hell they are going to do about it.
At the forthcoming election....think very carefully which party you decide to support, before you strike the ballot paper with your cross; consider David Milibands comments during his speech at the Labour conference. He accused the Conservatives of consorting with fascists.....just take a look at the recent Lord elected by Labour (working alongside Miliband) masquerading as Secretary of State for Trade & Industry; picture him with a small black moustache & you just may recognize a most notorious person who created world carnage in 1939 - 1945.

YET AGAIN AN EASY TARGET

Most of the articles I read along with the 'have your say' comments always seem to targetting the Police for what they've done or what they haven't done.
I can well believe that 'some'officers may be on the beat for only an hour a day, due to the ammount of time they have to spend on the endless reams of paper that needs to be filled in.
Unless you've been there you are really not in a position to critisice.
Most Police Officers that I know, want to be out there, doing the job but are tied to the bureaucracy that comes from government.
Say a simple shioplifter is arrested.
Firstly to the cell block where there is usually a wait. Then explaining the circumstances to the custody officer in order for him to grant detention.
Await a solicitor (can take hours), meanwhile get on taking statements and gathering evidence.
Then first disclosure to a solicitor.
Solicitor then with client
Interrview, anything between 5 mins to 30 mins.
F/prints, photo, antecedents.
Liaision with CPS to ascertain if they wish it to go to court
If charging, after bailing, getting the file completed in order that CPS can run the case at court
(Don't forget with juveniles have to wait for appropriate adult, and if a home search is going to be carried out, that takes time to)
That is just a simple example that can take several hours. The more complex the longer it takes.
This is one reason that don't see Officers on the street all the time.
Also another point, a comment earlier complains that pollice are always in their cars. If some crime was happening to you, would you not want the Police there asap, or one to walk there. Think about it!!

What the public want are more police walking the beat,not COMMUNITY SUPPORT OFFICERS,they are a waste of taxpayers money ,give us more police not toy town police .

In my local area, we do not even see police presence for one hour a day. They are seen in police cars with blue lights flashing, usually at coffee time. They can be seen parked illegally on grass verges. They can be seen occasionally in the city centre. However they never ever tackle the bullies on bikes on the pavement.

Do others like myself wonder where all the police officers come from when there is a " major incident "
We often see on the TV groups of officers standing outside of someones front door or at the end of a closed off road with little activity going on. I appreciate their is a need for a police presence, but in such numbers ?

...surely our Policemen could be issued with Blackberries so that they could enter data just once and send it to all the relevant authorities. There are too many Chiefs and not enough Indians. Our Police need to be out on the streets no filling up endless forms
