YET ANOTHER DATA FARCE AS NHS LOSES PATIENTS' DETAILS
By Geoff Marsh for sundayexpress.co.uk
THE GOVERNMENT was plunged into another data loss storm tonight after nine NHS trusts admitted losing patients’ information.
Hundreds of thousands of people are thought to have been affected by the breaches of strict data protection rules by the health service.
Critics said the disclosure raised fresh questions about the Government’s handling of confidential personal data and the future of a new centralised IT system for the NHS.
It follows anger at the loss of 25 million child benefit claimants’ details by HM Revenue and Customs (HMRC) and those of three million learner drivers by a DVLA contractor.
Police are still hunting for two HMRC computer discs which went missing in the post. Transport Secretary Ruth Kelly has since revealed that motorists’ details have been lost in Iowa, in the American mid-west.
Richard Vautrey, deputy chairman of the British Medical Association’s GPs’ committee, suggested today the Government was not serious enough about data security.
“Patients need to be absolutely confident that the information that is held securely cannot be lost in some haphazard way as appears to be the case today,” he said.
He said the development was especially worrying given the Government’s plans for a centralised NHS computer network, Connecting for Health, featuring every patient’s records.
Dr Vautrey added: “It’s vitally important that any development of centralised systems is done in a careful and measured way.”
Joyce Robins, co-director the patient support group Patient Care, said today’s findings were the “tip of the iceberg” and also urged ministers to reconsider the Connecting for Health programme.
“Given the carelessness and lack of accountability in the NHS, this could be the end of patient confidentiality,” she said.
“It may be only a matter of time before records fall into the wrong hands and we see not only our ex-directory phone numbers posted on the internet but the record of our abortions, HIV and Aids status.”
Shadow health secretary Andrew Lansley said: “This is further evidence of the Government’s failure to protect the personal information which we provide.
“Following the HMRC and DVLA failures we will need further steps on the part of the Department of Health to show how their planned electronic patients’ database will protect our medical records.”
Liberal Democrat health spokesman Norman Lamb said: “The whole culture of data management in the public sector has to change.”
NHS trusts have reported 10 separate incidents of data loss to the Department of Health (DoH) since the HMRC row broke last month, it emerged today.
The DoH said it did not have details of how many patients were affected in each case as the breaches were being dealt with locally.
However, City and Hackney Primary Care Trust has reportedly lost the details of 160,000 children after a computer disc failed to arrive at its destination at St Leonard’s Hospital, east London.
Another of the NHS trusts involved - Maidstone and Tunbridge Wells - has reported two breaches.
The others involved are Bolton Royal Hospital, Sutton and Merton%, Sefton Merseyside%, Mid-Essex Care Trust, East and North Hertfordshire, Norfolk and Norwich and Gloucester Partnership Foundation Trust.
NHS chief executive David Nicholson recently wrote to NHS managers reminding them of their responsibilities with regard to data handling.
A DoH spokesperson said: “Since the recent heightened concern about data protection a small number of trusts (nine) have reported breaches of their own security rules.
“There are strict guidelines and procedures for dealing with such breaches. Trusts have an obligation to inform patients where appropriate.
“There is no evidence of any data falling into the wrong hands.
“Investigations are under way in all the trusts involved and action will be taken against anyone who has failed to fulfil their legal responsibilities.”

DATA FARCE
23.12.07, 6:30pm
Another data disc gone missing - well what a surprise! I've said it before and I'll say it again - this is some countrywide/worldwide conspiracy by a very clever criminal consortium (probably foreigners) to get hold of all our details in order to carry out theft indiscriminately. Heads should roll, and you would have thought that after the first case of this kind was highlighted, they would have made damn sure it didn't happen again!! Words can't say what an inept lot the Home Office are! The message to them is 'don't hire immigrants' - give the jobs to British workers who have been thoroughly checked out and have a past track record of complete and utter honesty! These missing discs are an utter disgrace to our country!

THINK

Does it not seem funny that all of a sudden all this data is going missing, is it because the government are trying to hide the fact that there are more imigrants in this country than there telling us about.
If i remember rightly some time ago medical reports where sent to india to be typed up and then sent back here WHY most of the reports that came back where wrong ie; woman waiting to go into hospital for a operation on her ARM doctor writes up his notes they are then sent to india woman goes in for her operation but the notes have been typed up that she needs a operation on her LEG, so if the medical records have gon missing try india,
