WILL LABOUR'S NEW SYSTEM REALLY CURB IMMIGRATION?

Story Image

Will Labour's new system work?

Saturday March 1,2008

IMMIGRATION Minister Liam Byrne faced Tory scorn yesterday when he refused to admit that migration is out of control.

As the Government launched its new points entry system, Mr Byrne was repeatedly asked whether there were some parts of the UK that were failing to cope with the influx of migrants.

But instead of announcing a cap on numbers, all he could fall back on was an insistance that there were some areas where the "pace of change" was causing problems.

Labour points systelm aims to crack down on the number of unskilled migrants arriving from outside the EU. Under European law, the UK is banned from restricting migrants from EU countries such as Poland and Lithuania.

So do you think the new system is any good? Do we need a cap on migrants? Should Labour admit that immigration is out of control?

Have YOUR say now!!

Man gets 10 years for kidnapping, impregnating 12-year-old

ASSOCIATED PRESS

7:12 a.m. May 8, 2008

SALINAS – An illegal immigrant has been sentenced to 10 years in prison for kidnapping and impregnating his Salinas landlord's 12-year-old daughter.

Monterey County prosecutors say 25-year-old Juan Ramirez Flores had rented a room in the family home for three years and had pursued a romantic relationship with the girl, including the use of pornography to entice her into sex.

Flores took the girl to Mexico last September and the child, pregnant with Flores' child, was located two months later by her family. It wasn't known if she's still pregnant.

He was eventually captured by the Border Patrol while trying to enter the U.S. illegally.

Flores was convicted of lewd acts on a child, inflicting great bodily injury and kidnapping.

Douglas girl, 11, two months pregnant
Her father is main suspect in sex abuse case

By XAVIER ZARAGOZA

The Daily Dispatch

At eleven years old, a Douglas elementary school girl finds herself pregnant and under the protection of Child Protective Services.

The name of the girl was not released due to her age.

In late January or early Februar 2008, when her homeroom teacher and the school nurse noticed the slight swell of her tummy, the girl dismissed her girth as a tumor, a Douglas police report stated.

When her grandparents, who have legal custody of the girl, were questioned, they told Douglas detectives that she ate too much and that’s why she was gaining weight.

By the middle of March, though, a school staff member became increasing concerned about the girl. On April 4th the staff member spoke with her and inquired about her growing condition. Advertisement

At first the 11-year-old was hesitant to open up to anyone at the school, but later she revealed her situation to a teacher whom she trusted. She said that in December 2007 she had been on school break and had been sexually abused by her father. The assault occurred at her father’s house in Agua Prieta, Sonora. Douglas police immediately contacted CPS.

The girl told Douglas police that she was uncertain about what to do when she was returned to her grandparents’ house in Douglas.

A few days later the girl was taken to Tucson to visit her mother, who is an illegal immigrant.

According to the police report, the mother, upon learning about her daughter’s assault, called the girl’s father and threatened him.

Because the father is in Mexico, the case now belongs to the Mexican authorities.
The Mexican police did not return calls to The Daily Dispatch by press time.

'Friend of family' accused of impregnating 11-year-oldElias C. Arnold
The Arizona Republic
May. 5, 2008 11:49 AM

An 18-year-old man accused of impregnating an 11-year-old girl was a friend of her family and had lived with them for nearly four years, according to court documents.

Enrique Jacobo-Valdez was arrested Thursday on suspicion of two counts of sexual conduct with a minor, a felony.

Capt. Paul Chagolla, a Maricopa County Sheriff's Office spokesman, said the young girl lives near Buckeye in the southwest Valley, where Jacobo-Valdez was seen running from the home after deputies arrived. Court documents say the family had taken him in "to help him out."

A probable-cause statement filed with Maricopa County Superior Court says the suspect admitted having sex with the girl.

The document gave this account:

The girl's grandmother searched the house Thursday morning when she found the girl was not in her bedroom. The grandmother knocked on the suspect's door and heard window blinds moving.

Another person inside the house reportedly saw the girl running through the yard and back into the house.

A hospital examination later found the girl was at least six weeks pregnant.

Chagolla described Jacobo-Valdez as being wanted by Pinal County authorities in a drug case.

"Now he is in far more serious legal trouble," he said.

Jacobo-Valdez is being held without bail.

A status conference was scheduled for this Thursday at the time of his arrest.

Cops: Man flashed girl in Mount Kisco store

By Shawn Cohen
The Journal News • May 9, 2008

MOUNT KISCO - An illegal immigrant living in Mount Kisco has been arrested for allegedly exposing himself to a 10-year-old girl at the T.J. Maxx store on Main Street, police said.

Jesus De-Maria Sandoval-Lopez, 23, who gave a home address of 109 Grove St., was arraigned yesterday on misdemeanor charges of endangering the welfare of a child and public lewdness, Mount Kisco police Detective Lt. Patrick O'Reilly said.

Sandoval-Lopez was arrested Wednesday afternoon at the store after he allegedly displayed his genitals to the child in the girls clothing section. A security guard detained him until police arrived.

The girl was crying hysterically as she told officers what had happened, police said.

He is being held on $7,500 bail at the Westchester County jail in Valhalla, pending a hearing in village court Thursday. Federal authorities have also issued a detainer warrant, considering him a fugitive because he entered the country illegally from Guatemala in 2001, O'Reilly said.

He was arrested after crossing the Mexican border into Texas, but failed to appear for a followup court date.

Illegal alien pleads guilty to sex crime

Man accused of relationship with 14-year-old girl

By TERRY SMITH
Express Staff Writer

Juan Arteaga-Ponce

A 22-year-old illegal alien, accused of having a month-long sexual relationship with a 14-year-old Carey girl, pleaded guilty Wednesday to a single count of lewd conduct with a minor child under 16.

Juan Arteaga-Ponce, who listed a Hailey address at the time of his arrest last November, was originally charged with four felony sex crimes—two counts of rape and two counts of lewd conduct with a minor child under 16, a crime often referred to in court circles as L&L. Both crimes are punishable in Idaho by up to life in prison.

The defendant's guilty plea averted a jury trial that was scheduled to start on Tuesday, May 13.

In accord with a plea agreement, three of the charges will be dismissed against Arteaga-Ponce and the Blaine County Prosecuting Attorney's Office will recommend that the defendant be sentenced to 10 years in prison, with three of them to be served before Arteaga-Ponce is eligible for parole. Public defender Christopher Simms is allowed under the plea agreement to ask for a lesser sentence.

A sentence hearing was scheduled for 9 a.m. on June 19 in Blaine County 5th District Court.

Once released from custody Arteaga-Ponce, who remains incarcerated on $25,000 bond, will likely be deported. Court records describe him as an "illegal alien."

Arteaga-Ponce was arrested on Nov. 4 by the Blaine County Sheriff's Office after a Carey family complained that he had been involved sexually with the girl for about a month.

Court records suggest that Arteaga-Ponce was unaware of the seriousness of his sexual involvement with the girl. The records state that at his arraignment on Nov. 5 he requested through a Spanish-speaking interpreter that he be deported rather than prosecuted.

Illegal alien charged with rape

Thu, 05/08/2008 - 4:39pm
By: Ben Nelms

A 27 year-old Palmetto man was arrested April 27, charged with the statutory rape of a 13 year-old girl at her home on the city’s south side. Police said the man had been living illegally in the United States for 16 years.

Francisco Torres Landeros, a nearby resident of the 13 year-old, was charged with statutory rape, according to Palmetto Police Det. John Cooper.

Cooper said police were called by a family member at the girl’s residence shortly after midnight. The family member told Officer Ron Stripling that Landeros was found in the girl’s bedroom after noises were heard coming from the room. Officers were told that Landeros was found in the bedroom closet naked and that he ran out of the house after being discovered.

A search of the room concluded that there was no forced entry, Cooper said.

Residents at the home were able to provide Landeros’ address, Cooper said, after which Cpl. Michael Upshur and Officer Jim Cash arrived at the residence and secured it. Landeros was subsequently interviewed and admitted that he had had sex with the girl, though he maintained that it was consensual, Cooper said. Landeros told investigators that he had no green card and had been living in the United States since 2002.

Cooper said the result of the investigation appeared to indicate that the sexual incident was not forced.

Prelim in molesting case delayed

By LINDA GITTLEMAN
Gratiot Managing Editor

The 12-year-old girl alleged to have been sexually molested by a suspected illegal immigrant was prepared to testify in Gratiot County District Court Monday, but the preliminary exam was postponed until June 20 because of a technical problem.
The attorney for Jose Trinidad Rojas-Gamino, 36, asked for a postponement because he hadn't received a copy of Rojas-Gamino's alleged taped confession that he can use.

Chief Assistant Prosecutor Kristin Bakker told District Court Judge James Mackie and defense attorney David Carbajal that she too, was unable to view the tape sent by Alma Police.

Despite efforts using the technology he has available and downloading additional software, Carbajal said the tape "is useless to me. It's nothing I can use and I'm entitled to study it."

"Apparently, the Alma Police Department has state of the art (equipment) no one else has," Mackie said. "It's too good."

But Bakker said she would do everything in her power to see that they both got useable copies, pointing out, "this is not the only case this would occur."

But Carbajal asked the court to compel the police department to provide him with a useable copy.

He also has not received a copy of the he results of a rape kit test. The kit was sent to the Michigan State Police lab and he also wanted the judge to compel the state police to provide him with the results of the kit before the new preliminary exam.

For her part, Bakker said she has no authority to ask the state police to do that.

"The only thing I can do is advise them of the court date," she said. "I don't even know if they have anything to analyze."

Mackie said he would sign two orders: one to the Alma Police to provide a useable tape by May 30th, and another order to the Michigan State Police lab to respond with the results of the rape kit by June 20th.

Rojas-Gamino, who was not present in court, was arrested April 19, shortly after he was allegedly caught in the act of molesting the girl.

In September, the same girl was molested by yet another illegal immigrant in her home and in front of her 10 year-old friend. Jose Luis Guerra-Hernandez, 25, pleaded no contest and was sentenced.

Suspect named in rape of 92-year-old Tellico Plains woman
By: Michael Thomason
Source: The Monroe County Advocate
05-10-2008

It was a crime that “shook the community to its foundation” Tellico Plains Police Chief Bill Isbell said Saturday. The crime was March 5, when a 92-year-old woman was attacked in her South Babcock Street home. Isbell said the woman was viciously beaten, raped and left for dead.

“She knew enough to pretend she was dead,” Isbell said. “After the perpetrator thought she was dead, then he raped her. This is a very sick individual.”

The individual is Francisco Barbosa, aka Francisco Sanchez, a 35-year-old illegal immigrant who had been working construction in Monroe County. Isbell said Barbosa/Sanchez had been staying, off and on, at his brother’s house, in the victim’s neighborhood.

“We obtained his DNA from a straw he had used and it matched DNA taken from the victim,” Isbell said. “We went back into the community and started asking questions again. We learned that he was very concerned about providing a DNA sample and said he was going back to Mexico.”

And Mexico is where authorities believe Barbosa/Sanchez is right now. He hasn’t been seen in the area for a few days and his car was found in Houston, Texas.

“We have warrants on him for aggravated rape and especially aggravated burglary,” Isbell said. “We have full confidence the Mexican authorities will help us extradite him back here.”

It’s not known yet if Barbosa/Sanchez has a previous criminal record. “When somebody’s in this country illegally,” Isbell said, “and have no fingerprints on record, it’s hard to know what they’ve done.”

The Tellico Plains Police Department had kept the case closely guarded, letting out only certain information in an effort to keep evidence untainted. And while the investigation did show the victim’s home had been burglarized, Isbell has no doubt the suspect intended to rape the victim.

“This is a case of homicide and what he thought was post mortem sex,” Isbell said. “This is the kind of crime that shouldn’t happen anywhere.”

The victim’s name had been kept confidential to keep her safe until the suspect was found and Isbell was glad to tell her they were close to finding him. (Editor’s note: The Advocate & Democrat does not print the names of rape victims without the victim’s permission.)

“She said ‘praise God’ when we told her,” Isbell said. “And now the community can know we have a suspect and hope to bring him to justice soon.”

Isbell described the case as “difficult,” and thanked all the agencies who had helped, including all the Monroe County law enforcement agencies, TBI, the Bradley County Sheriff’s Office, the FBI Violent Crimes Apprehension department, the Athens Police Department, the Houston Police Department and the US Marshal’s Office.

A Bossier Parish man has been arrested on charges he tried to rape his housekeeper.

Villalt Carlos "Santos" Canales, 32, of the 500 block of Rubicon Road in Benton, was arrested Thursday.

Bossier Parish sheriff's deputies said the woman told them she had gone to Canales' residence to do housekeeping on Wednesday when he tried to remove her clothes and have sex with her. She struggled and got away, deputies said, ran to a neighbor’s house and called 911.

After an all-night search, Canales was arrested about 6 a.m. Thursday.

Sheriff's deputies said Canales, who is a horse trainer, was in the country illegally. They said he has been deported at least twice -- in 1999 and in 2004.

Deportation is likely for admitted sex offender
Saturday, May 10, 2008

TRENTON -- An illegal immigrant from El Salvador pleaded guilty to sexual assault yesterday for having sexual relations with a 12-year-old girl.

Gerson Rivera, 23, of Home Avenue in Trenton, admitted to having sex with the girl. The incidents occurred in Trenton between July 1 and Aug. 31, 2007, and came to light after her mother discovered some letters. Under the terms of his plea agreement, Rivera will be sentenced to three years in prison Sept. 22.

Rivera, who was a friend of the girl's brother, was her boyfriend, said Assistant Prosecutor Robin Scheiner. Although the sex was consensual, "there is no consent at all under the age 13," Scheiner said.

Scheiner told Superior Court Judge Darlene Pereksta that the plea agreement saves the victim from having to testify in open court.

"It is the best thing for the victim, who does not want to testify but would if she had to," Scheiner said.

Rivera will be required to serve about 2 1/2 years. He can have no contact with the victim, must register his address under Megan's Law and undergo psychological testing to determine if he is a repetitive and compulsive sex offender. Under a recent directive from the Attorney General's Office, Rivera is also prohibited from going onto social networking sites on the internet, Scheiner said.

Pereksta told Rivera he will likely be deported after he serves his jail term and that the federal Immigration and Customs Enforcement has a detainer lodged against him.

Immigrant Gets 3-Year Term In Child Sex Case

By THOMAS W. KRAUSE

The Tampa Tribune

Published: May 13, 2008

TAMPA - After pleading guilty Monday to attempted sexual battery on a child younger than 12, a 30-year-old man will serve three years in prison then be deported to his native Mexico.

Should Ebaristo Medina ever return to the United States, he could face up to 60 years in prison, prosecutors said.

On Jan. 24, 2007, Medina was arrested on charges that he sexually battered a 6-year-old girl for more than two months. Sheriff's deputies said he forced her to perform oral sex and, in one incident, he urinated and defecated on her.

Medina was charged with two counts of sexual battery on a child younger than 12. In a plea deal, prosecutors let him plead guilty to two charges of attempted sexual battery. Had he pleaded guilty to the original charges, he would have had an automatic life sentence, Assistant State Attorney Anthony Duran said.

After Medina finishes his three years in prison, he will serve 25 years on sex-offender probation and must register as a sexual predator. Immigration officials expect to deport Medina, Duran said. As a condition to his probation, should Medina re-enter the country, he could be sentenced to the maximum 30 years per count, Duran said.

The mother of Medina's victim said she was satisfied with the plea deal and was glad Medina will be removed from the country.

Rape Victim was 9-Years-Old When She Got Pregnant; Other New Developments

Story Published: May 8, 2008 at 5:55 PM MDT

Story Updated: May 9, 2008 at 3:51 PM MDT
By Nate Eaton Video The St. Anthony Police Department is dealing with one of the most unbelievable cases ever. A 10-year-old gives birth to a baby girl and the alleged father is 37-year-old Guadalupe Gutierrez-Juarez. Gutierrez-Juarez is in jail on one felony count of rape.

Chief James Smith, St. Anthony Police Dept.: "There's quite a bit of things like this that happen but this is probably the worst."

Channel 3 has learned the girl was 9-years-old when she got pregnant. Sources close to the case say she may have had a medical condition that made her hit puberty early. She was also a little overweight so that may have concealed the pregnancy. Right now both she and her baby girl, who weighed about six pounds at birth, are in state custody.

Dee Raush, St. Anthony City Council: "I felt great sadness for the child and the family."

People in St. Anthony are still shocked over what happened but they want to do everything they can to help the girl and her baby.

Raush: "I went around and I've talked to people in the community and their hearts just pour out to this girl and her family and we would do anything."

Right now those associated with the case say the girl is doing okay physically. More information should be released soon.

Mother of Pregnant 10-Year-Old Facing Charges; More Charges Against Alleged Rapist

Story Published: May 9, 2008 at 5:02 PM MDT

Story Updated: May 9, 2008 at 6:08 PM MDT
By Nate Eaton Video More charges have been filed in the unbelievable case of a St. Anthony 10-year-old who gave birth at Madison Memorial Hospital last Saturday.

The girl's mother, 27-year-old Isabel Chasarez, was charged late Friday afternoon with one felony count of child endangerment.

At this point, it's unclear if Chasarez knew if and when her daughter was pregnant. She is in the Fremont County jail on $50,000 bond and will likely be transferred to the Madison County Women's Facility.

Additional charges has also been filed against the man who allegedly raped the 10-year-old girl.

37-year-old Guadalupe Gutierrez-Juarez was originally charged with one felony count of rape. Friday he was charged with two additional counts.

One count says Gutierrez-Juarez committed rape between August 1st and September 30th of last year. Count reports the crime happened between November 1st and 30th of last year. Count three alleges he committed the crime in January of 2008.

The 10-year-old girl and her baby are both in custody of the state. Gutierrez-Juarez is scheduled for a preliminary hearing next week.

10 Yr Old Gives Birth: Medical Explanation

Story Published: May 8, 2008 at 5:46 PM MDT

Story Updated: May 8, 2008 at 9:20 PM MDT
By Rick Montanez Video People all across the country are talking about this story, and many are asking how can a 10-year old, first of all get pregnant, secondly, carry the baby to term? Eyewitness News wanted to know so we went to get some answers.

For the most part, girls haven't hit puberty until they're about 14, but clearly, in rare cases, it can happen. And if the girl has already hit puberty, the doctor I talked with, said her body probably can deal with a full term pregnancy.

"Less than 10 percent of girls will start their periods before age 11," says Dr. Barbara Nelson.

Dr. Barbara Nelson from Rosemark Women's Care tells me she's never worked a case with a girl this young. And the only data she's been able to study about young pregnancies, is with teens.

"We have a lot of data about teen pregnancy and not a lot about children, obviously the numbers are quite low," says Dr. Nelson.

We know teen pregnancy isn't all that uncommon, but its not without risks.

"Including pre-term labor, high risk of c-section, higher risks of complications such as high blood pressure and diabetes," says Dr. Nelson.

In this case, the baby was reported to weigh about 6 lbs and was full term. As we reported earlier, the girl may have had a condition called precocious puberty, which means the gland controlling puberty activates early. But if she was seeing a doctor for the pregnancy, it should have been reported.

"Anybody under the age of 18 that's pregnant is reportable because there's issues about statutory rape," says Dr. Nelson.

Here's an interesting fact:
We did some searching and found out that in Mexico, where Gutierrez-Juarez is from, the age of consent varies between 12 and 18.

Here's another interesting fact Dr. Nelson told me today, the youngest girl on record to ever give birth was a 5 year old in Peru in the 1930's. The little girl gave birth by C-Section and her parents actually raised the baby as her sibling.

Anthony Residents Shocked after 10-Year-Old Gives Birth

Story Published: May 7, 2008 at 6:44 PM MDT

Story Updated: May 8, 2008 at 5:54 PM MDT
By Araksya Karapetyan Video We broke the unbelievable story last night of a 10-year old girl in St. Anthony who gave birth to a baby.

She's now one of the youngest kids in the country to become a mother.

Residents both on and off camera were shocked and in dismay over the situation, today this is what they had to say about our story.

Jim Ker, shocked resident: "I think there's a lot of sick people out there."

Holly Theisen, upset resident: "Somebody would end up getting hurt by me if that was my kid and I'd probably go to jail."

Kaity Dolezal, shocked 15-year old: "It's really sad a 10-year old gave birth after being raped."

Theisen: "That's a ten year old. That's a baby and baby shouldn't be having babies anyway."

Shynne Angell, upset 19-year old: "She should be outside playing with other kid. For something like this to happen to her I feel bad for her."

Ker: "They're not old enough. Shouldn't have kids raising kids."

Dolezal: "I'm fifteen. Can't imagine getting close to doing something like that."

Theirsen: "Disgusting . It's sick. It's sad. It's kind of embarrassing to our town even.'

Lyle Rumsey: "I don't think anything is wrong with our town. I just think something's wrong with that person."

That person is this man, 37-year old Guadalupe Gutierrez-Juarez.

Juarez is actually an illegal immigrant, and is now behind bars in the Fremont County Jail on other rape charges.

Since we broke this story exclusively yesterday, we've been checking with sources throughout the North Valley for more information.

The criminal complaint against Gutierrez-Juarez says the rape of the 10-year old happened between November and January. As we told you last night the girl gave birth at Madison Memorial this weekend and both mother and child are doing well.

If convicted the illegal immigrant could face life in prison, a $50,000 fine ,or both. Whether he ever serves anytime behind bars will be up to the judge who if he places him on probation, could deport him.

State Health and welfare officials say it's up to a judge to decide who has custody of the victim.

There was a child custody hearing which say have involved this case yesterday, but records are sealed.

The state, city and county are not willing to comment at this time.

Several sources confirm a 10-year-old girl from St. Anthony gave birth to a little girl on Saturday at Madison Memorial Hospital in Rexburg.

The girl was allegedly raped by 37-year-old Guadalupe Gutierrez-Juarez. Gutierrez-Juaraz is an illegal immigrant who is in the Fremont County Jail on rape charges.

Gutierrez-Juarez was arrested April 29th after medical personnel alerted police that a pregnant child had come in for treatment. That child is now one of the youngest mothers in Idaho.

Counselor Matt Christensen has worked with sexually abused kids for over 10 years. Although he has nothing to do with this specific case, he's seen pregnancies affect other teenagers.

Matt Christensen, Counselor: "Children go through development stages and when something seriously traumatic hits, they tend to stop the development phases at that point."

It's unclear who will take custody of the newborn, what will happen to the ten year old, and if Gutierrez-Juarez will face charges.

The St. Anthony police department is still conducting an investigation against Gutierrez-Juaraz so officers did not want to comment on the case. They say more details may be released later.

Gutierrez-Juarez is being held on 250 thousand dollars bond. Even if he did post the required amount, he would not be released because he is an illegal immigrant.

An appalling story out of St. Anthony, Idaho speeded across the Internet this morning. According to Idaho Falls CBS affiliate, KIDK, a 10-year-old girl gave birth to a 6 lb. baby girl as a result of being raped.

The news story on the KIDK site read in part:

…That person is this man, 37-year old Guadalupe Gutierrez-Juarez.

From the way this story reads, "If convicted the illegal immigrant could face life in prison," dehumanizes not just the intended target, the rapist, but ALL undocumented immigrants. Also, it makes it sound that this was a stranger-on-stranger crime.

It wasn't.

The rapist was married to the girl's mother. Latina Lista has yet to verify if the rapist was the child's father.

At any rate, it should go without saying that not all undocumented immigrants are rapists but this article definitely plants the connection between the two terms.

A rapist is a rapist regardless if he's an undocumented immigrant, a church pastor, a police officer, a teacher, etc. In fact, in most articles, the rapist is identified by his/her name and not by an identifier of their legal or immigration status.

By repeatedly referring to this rapist as the "illegal immigrant," this media story does a disservice to the local community and popular perception of all undocumented immigrant men who are Latino.

To their credit, in subsequent reports, KIDK refrained from identifying Gutierrez-Juarez only as an "illegal immigrant" and used his last name when referring to him. Unfortunately, not all news outlets are doing this.

Yet, the story here is not just that this sick individual committed this horrendous crime but that nobody found out about it nor did anything until this child gave birth.

However, we're discovering that there is much more to the story.

According to various news reports, the girl's pregnancy was not reported until the end of April when she went to the hospital to be seen. Ultimately, she delivered the baby by Cesarean.

However, a credible source told Latina Lista that it wasn't her mother who took her to the hospital but someone from her school — hospital officials called the police. That nugget of information opens the door to a host of questions.
If the girl was still attending school, surely someone should have seen that she was pregnant. That she was still living in the same home with the guy, means that the mother is either complicit in the rape and should be arrested as well for endangering her daughter or a victim of abuse herself.

Police report that they don't have any prior complaints on the 37-year-old rapist which means that he and the girl and the mother, and any other possible children in the family, went about their business as usual for all the world to see.

So why didn't anyone see anything or say anything?

An interesting theory offered by our source says that for one thing, the privacy and confidentiality rules regarding schools and hospitals are strictly enforced. Our source tells us that the public schools in the area, in over 10 years, have not shared any news with local media.

Another theory is that the community where the girl lives is "close knit." Evidently, there is a high Mormon population in the state and according to the source, some communities just take care of one another.

Does that mean they condone underage sex, a la the polygamist sect that was recently raided in Central Texas?

No one knows for sure the details until a hearing next week when some things should be made public.

But one thing is certain — the rape of a child by anyone should not be condoned nor kept silent due to confidentiality laws or religious practices.

The emotional and physical well-being of children should be the priority of every community.

And when someone is proved to be a rapist, they should be identified as such but the implication, intentional or not, should n
ot be made that others of their group are the same as that one sick person.

Guadalupe Gutierrez-Juarez (left) and Isabel Chasarez (right) are charged with raping a 10-year-old girl in Eastern Oregon after she gave birth to a child.

FREMONT COUNTY - A 10-year-old Eastern Idaho girl gives birth, and now two people are behind bars accused of her rape.

The Fremont County Prosecutor's Office has charged 27-year-old Isabel Chasarez with felony child endangerment.

Chasarez was arrested Friday and booked on a $50,000 bond.

Police will not tell us the connection between Chasarez and the 10-year-old rape victim.

But they do say that this woman is the girlfriend of Guadalupe Gutierrez-Juarez. He is accused of raping the child, which police say led to her pregnancy.

i don't know if you are aware, but ireland is a seperate country from the UK. so yes, it is a foreign state.

oh, and by the way, they (the irish) have an open door immigration policy and low unemployment accompanied by massive economic growth:

"Unlike most of its Western European neighbors, Ireland, with a population of just four million, decided to open up its labor markets to all the new EU member states of central and Eastern Europe.

The result is that 48% of all new jobs were filled by foreign nationals this year, with up to 200,000 Polish workers in the country and thousands more Latvians, Lithuanians, Chinese and Nigerians.

Despite the dramatic influx, nobody is complaining for the time being, as there are plenty of jobs for everyone. "

so how do all of you anti-immiration intellectuals explain that then? if immigration is 'so bad' for the economy, why has ireland been the envy of the world over the past decade?

see any parallells with us? we've been booming for a decade as well, with low unemployment and comparatively high levels of immigration.

gosh... maybe there is a pattern here...

anyone care to explain this to me?

5 STAR TREATMENT

20.03.08, 11:46am

If the Government wouldn't mind, I would rather like a pay off similar to those asylum seekers are given to return home.

About 3 grand.

Myself and my family could easily find a nice new life somewhere on that sort of money.

And cheap jibes fromt he likes of CFB would fall on deaf ears.

Perhaps a new life in Ireland???? After all, he claims I am an immigrant from there.....

How anyone can be an immigrant from a country within the British Isles is beyond me....

Maybe the Geography lessons he and his alias' received don't cover Britain??

Countries of the Middle East perhaps, but definately NOT the British Isles.

ONCE AGAIN

20.03.08, 1:43am

You have decided *I* am an Irish immigrant.

No so, born in the UK to parents born in the UK, who also had parents born in the UK......

So I don't have a home in Ireland to go screaming to......

Wonder where you hail from? I'll bet your roots are not steeped in England like mine are!

And I said 5 star treatment - not 5 star accommodation. The new 'holding centres' are not prisons, they are 'holding centres' until a decision is made on the asylum application.

I do not think that brand new buildings with new furniture, 3 meals a day, nice and warm are *PRISONS*.

If you cannot read English, enrol on a literacy course..... they are free! Even to the likes of you.
