MILLIONS of householders could benefit from a payback scheme targeting the massive profits of gas and electricity companies.

They would receive help with their fuel bills after years of spiralling prices and ever-increasing profits for the power giants, it emerged last night.

Labour is finally expected to take action and ask the companies to subsidise a nationwide fuel poverty scheme aimed at the poorest households.

If the energy firms fail to act, a levy will be placed on their profits.

Pensioners who struggle to pay their winter heating costs are expected to be first in line for help.

And many families will be able to seek much-needed assistance with their bills thanks to the money the Government claws back. Energy companies have been under attack for years over their finances, with campaigners accusing them of excessive profiteering.

Charities have welcomed the Government’s so-called windfall tax but say Labour has taken far too long to turn the heat on the fat-cat power firms.

Help The Aged said it was deeply concerned for two million pensioners and slammed the Government for “complete negligence”. And the charity’s bosses said it was “pitiful” that the basic state pension would only rise by £3.40 per week from April.

Mervyn Kohler, special adviser for Help The Aged, said: “To say that the level of fuel poverty today is at a critical point would be a gross understatement.

“Rising fuel bills are bad news for poorer customers. As prices go up, heating may be turned down well before it is warm enough to do so.

“The Government’s failure to protect and support those most vulnerable from sinking deeper into fuel poverty is complete negligence. How many more pensioners must languish in fuel poverty before we see action?

“Help The Aged welcomes the renewed commitment from the Government to meet its target to end fuel poverty in the UK by 2018.

“But the Government’s recent admission, that its target to eradicate fuel poverty in vulnerable households by 2010 will be significantly missed, is appalling.”

About 4.5million people live in fuel poverty – which is measured when more than 10 per cent of their disposable income goes on energy.

That figure is up from four million last year. Critics last night said the Government should have done something about the problem much sooner.

Allan Asher, chief executive of customer watchdog Energywatch, said: “Companies have been abusing consumers for far too long while the Government has stuck its head in the sand.

“Companies are profiteering from the poor and it’s outrageous and immoral.”

Mr Asher also said tens of thousands of people die every winter from hypothermia and respiratory diseases because they cannot afford adequate heating.

Lesley Davis, the chairman of the Right To Fuel campaign, said the profits of energy companies had risen by £2.3billion in the past three years.

Five of the “Big Six” suppliers – E.ON, npower, British Gas, EDF Energy, ScottishPower and Scottish And Southern Energy – have increased prices since the start of January. Some prices rose by as much as 16 per cent.

The average annual total gas and electricity bill now stands at more than £1,000.

Chancellor Alistair Darling is expected to mention fuel poverty in his first Budget on March 12.

Although he is not expected to announce a windfall tax outright, officials say he is keeping the move as a last resort.

But a scheme to tackle the problem is anticipated. Last night a Treasury spokesman said: “We won’t speculate ahead of next week’s Budget statement.”

The energy companies say they are already helping the poor with a series of reduced tariffs and assistance with home insulation.

Some experts believe they are likely to regard the threat of a windfall tax as a bluff.

The levy would be unpopular with business at a time when relations are already strained thanks to reforms to capital gains tax and plans to impose a “non doms” levy on wealthy foreigners.

The really think we are stupid. The rises were sanctioned by the government watchdog (an appointed nu labour crony) The Mc Mafia then will bring in the companies who will pay them say 100 million which will then go into government coffers to be distributed to their pet projects. You and I who have been overcharged will see nothing of the money, we have been well and truly stitched up. I can't believe people are still falling for their spin and lies.

If we have all been overcharged for our gas and electricity, then we should all receive a rebate! If only the selected few are to reimbursed then this is in effect just a tax on some to pay for others. Don't we have enough 'equalising' tax gimmicks imposed by this Lefty Government already? A typical 'Robbing Hood' gimmick by this sad failed administration!

STOP TINKERING!!!

Instead of tinkering around, the fairest way of solving these immoral and unjustified earnings of trillions of pounds by utilites, banks, insurance companies and other "criminal" organisations (including the Treasury's stealth taxes) is to reign them in,strip (fleece) them of their immoral excessive earnings.

But these politicians have no such intention of doing this because they are the part of the problem.

Once they leave or are kicked out of politics, they are employed andfed by these organisations for their past support in ripping of the public!!!

The Labour Government is to ASK companies to payback money! They should be ORDERING the payback! While Darling is in a payback mode, how about refunding the monies stolen from our Pension Funds by Jock McBroon! Then a lot of people would not IMPOVERISHED!
