GEOFF MARTIN: 'Jobs merry-go-round at taxpayers expense'

A NATIONAL Health Service boss who quit after 33 patients died of a superbug outbreak in 2006 is back working for the NHS – and earning more than £52,000 a year.

Disgusted patient groups branded Ruth Harrison’s appointment a disgrace and said it was part of an outrageous “jobs merry-go-round at taxpayers’ expense”.

Ms Harrison was chief executive of the trust in charge of Stoke Mandeville Hospital during a fatal outbreak of Clostridium difficile two years ago.

But she quit her £130,000-a-year job, collecting a £140,000 pay-off, the day before a damning report into the incident was published by watchdogs.

Now she is back working as a consultant for a different hospital trust, reviewing the future of maternity and children’s services at Epsom and St Helier NHS.

Yesterday, health campaigners and MPs said it was outrageous that NHS staff who had been in charge when things went wrong could receive vast pay-offs and return to a different NHS job only a couple of years later.

Geoff Martin, head of campaigns for the pressure group Health Emergency, said: “Failed top brass in the NHS are on a jobs merry-go-round at taxpayers’ expense where they can jump from one highly paid post to the next, regardless of the wreckage they have left behind.

“It’s a disgrace. We are demanding that Epsom Hospital halt the plans to bring in Ruth Harrison to draw up any closure plans for services at Epsom.

“This is a shoddy and ill-conceived decision which must be reversed.”

Ms Harrison said that she had left the trust to study for an MSc at London University.

But shortly after she left, an investigation by the Healthcare Commission said the trust had compromised “the safety of patients by failing to make the right decisions” and blamed the “failings on the part of the leadership at the trust”.

Michael Summers, from the Patients’ Association, said the public would be astounded by the move.

“Patients may think it odd that those in charge of a major hospital leave it with infection rates soaring, leading to deaths and disabilities, and can later go on to obtain employment within the health service, advising patients on their health,” he said.

Last night MPs were equally appalled at the NHS “merry-go-round” of jobs. Shadow health minister Stephen O’Brien accused Health Secretary Alan Johnson of  “failing to take in hand the merry-go-round of failed bureaucrats in our NHS”.

He added: “Not only have they received astronomical pay-offs, they are now getting a second bite at the cherry. How can the Government defend this use of taxpayers money?

“We must ensure the best frontline care for patients and the public and this is not the way to go about it.”

Last night a spokesman for the trust said Ms Harrison and her consultancy firm, Durrow, had won the contract to review services after a competitive tendering process.

“Ruth will report to the chief executives of the three partner organisations involved in the review, Surrey Primary Care Trust, Epsom and St Helier University Hospitals NHS Trust, and Sutton and Merton Primary Care Trust.”

Earlier this month it emerged that the former head of another health trust at the centre of a Clostridium difficile scandal had rejected a £75,000 pay-off from the NHS.

Rose Gibb was chief executive of Maidstone and Tunbridge Wells NHS Trust where 90 patients died due to appalling standards of hygiene.

After a £250,000 pay-off that she had agreed was blocked, she rejected the smaller sum and is now demanding £150,000.

MP'S WERE EQUALLY APPALLED

MPs appalled! There's the kettle calling the pot black. When an MP screws up as SoS in one department, they get put in charge of another. If they get caught doing something illegal (e.g. fraudulent mortgage application) they end up as a MEP.
It's only on the ground level where people earn less than the national average wage that you actually get the sack for screwing up or get arrested and jailed for fraud.

Considering the fact that the incompetent and corrupt people, and those financing the political parties, are getting knighthoods, these people should also be given recongnisation for fooling the public and be knighted.
