BROWN UNVEILS CIVIL DEFENCE PLAN
Gordon Brown is setting out the UK's national security strategy.
Members of the public will be able to join a new form of civil defence network to protect Britain against natural disasters and terrorism.
The organisations - likened to a new breed of "air raid precautions" or "ARP" wardens from the Second World War - will team up to build the country's resilience in a catastrophe.
As part of a new National Security Strategy, Prime Minister Gordon Brown also revealed that the Government will publish for the first time a list of the risks faced by Britain, including possible numbers of fatalities in a range of disasters.
The strategy paper said the "risk register" would be issued in the summer, and would "enable communities to prepare better".
For example, it said the highest threat currently faced is an influenza-type pandemic which the Government believes could kill up to 750,000 people in the UK.
The second-highest risk is coastal flooding on the scale of the 1953 East Coast floods which claimed 300 lives, and which could result in the evacuation of hundreds of thousands of people.
The latest document set out moves by ministers to deal with a wide range of threats, including terrorism, nuclear attack, natural disasters such as extreme weather and flooding, international crime and cyber attacks.
People would volunteer to join their local civil protection network, run by town halls.
They would help evacuate elderly people in the event of a flood, for example, and could even play a role in the aftermath of a terrorist attack, the spokesman said.
The new risk register will be updated annually and may be available online.

Both the man and his policies are moronic.
I have seen some rubbish in my time but the Blair/Brown axis of evil takes some beating.
Brown inherited his crown like some politbureau woodentop from the cold war holding a 5 year plan.
The sheer stupidity of this idiot attempting to "run the country" like it's his person fiefdom staggers belief. Did he actually coin the term "Great Britain PLC"? God knows he uses it enough. This is a democratic Nation not a public limited company! For goodness sake, even Thatcher, that Grim Reaper, was better than this NewLab nightmare of infantile totalitarianism. A least she had some intellectual honesty, knew what democracy was and truly believed in it, heart and soul. Brown is a namby pamby interfering witless nobody. Sod off and give us all a break!

We can form a human wall against rivers that burst their banks,this will save him spending on flood barriers and if a few of us are drowned in the process,tough.
We can scour the cities looking for likely terrorists but expect to be hauled in front of the beak for racism.
And,when it's quiet,we can pick litter and empty our own dustbins,thus enabling McTurpin with the money he saves to offer a better standard of services to the free-loaders that arrive daily
Don't you just want to weep.
