MOVE TO CLOSE LITTER BUG LOOPHOLE

Litter bug loophole to be closed

Saturday April 12,2008

Car owners could face fines if they or their passengers are caught on camera throwing litter from the vehicle, under moves being considered by the Government.

Ministers are holding talks with town hall chiefs in a bid to close a loophole that has stopped officials imposing new spot fines of up to £80 for such offences.

At present, they can only take action against the individual litter bug not the registered keeper of the car, which has proved difficult for local authorities.

London's bylaws will be changed in June to get around the problem, and environment minister Joan Ruddock is involved in discussions about how similar changes could be made across the country.

Under proposals put forward by the Local Government Association (LGA), car owners would either be made directly responsible or told, as with speeding offences, to identify the culprit.

Ms Ruddock told The Times newspaper: "There is no excuse for littering, particularly from cars, as people can save rubbish inside their car and dispose of it at home.

"I am always horrified and angry when I see people throw something from a car."

Paul Bettison, who chairs the LGA's environment board and is meeting the minister on Monday, said: "At a time when councils are coming under increasing pressure to deal with littering, some of the current legislation is a mire of confusion.

"Registered keepers of vehicles can be prosecuted for speeding if details of the offender are given, so why not for littering?

"As the law stands, local authorities are effectively charged with tackling this anti-social behaviour with their hands tied behind their backs."

MORE NANNY STATE SPYING

12.04.08, 3:01pm

IF THIS STUOID GOVERNMENT COULD ONLY GET TO GRIPS WITH REAL CRIME, WE WOULD HAVE A MUCH SAFER NATION. WE ARE RULED BY BUFFOONS WHO CARE MORE ABOUT TRIVIA THAN MURDERERS, RAPISTS AND THUGS WALKING OUR STRETS AFTER A COUPLE OF YEARS IN JAIL.

IF LITTER BANS, SMOKING BANS, PLASTIC BAG BANS, SEAT BELT LAWS, MOBILE PHONE RESTRIICTIONS, PARKING BUREAUCRACY, PETTY EQUALITY AND DIVERSITY LAWS, REVENUE (SPEED) CAMERAS, TRAFFIC LIGHT CAMERAS, COST- INEFFECTIVE RECYCLING, EURO MPS, ANTI-MOTORIST TAXES, BUS SUBSIDIES, BRAINWASHING KIDS MINDS GREEN AND CONGESTION CHARGES HAD ANY VALUE AT ALL, WE COULD EXPORT THEM AND FROM THE PROCEEDS BUILD AN IMPROVED ROAD INFRASTRUCTURE SO WE COULD ALL BENEFIT.

WHOOPS FORGOT THE MYTHICAL HOBGOBLIN OF MAN-MADE CLIMATE CHANGE. THE BED WETTING ECO-DISCIPLES WILL NEVER FORGIVE ME!!! MAY I BE BURNED AT THE STAKE AND LEFT TO COMPOST BEFORE I GO ANOROBIC IN INTERMENT!!

LITTERBUGS

12.04.08, 12:22pm

Good.

I cant stand these people who treat our streets like a huge rubbish bin.

Where I live I see people throwing Mcdonalds bags out of car windows all the time. They even park up by my house, sit and eat, then actually get out of their cars to walk over to a nearby bush to dump their crap.

Makes me so angry.

It is all about parenting. My parents taught me better than that, and in turn my daughter wouldnt dream of dropping litter.

RE: NEVER MIND

12.04.08, 10:26am

You neatly summed up the prevailing trend.

I would like to add that litterbugs drive me mad and I do want them to stop, but spying on the public is simply not acceptable.

Further more the serious ofeneders will be let off whilst the ordinary folk will be hounded out of their jobs. People will often lose their jobs if they are arrested and charged with an offence even if they are found not guilty.

They may say that this is just to catch litter bugs, but when have any policys since 9/11 ever been good for the ordinary person?

NEVER MIND!

I shouldn't worry about it to much dear. Thanks to your governments quantum leap in gross mismanagement of the country's financial affairs those who anger you so, by allegedly throwing rubbish from their cars ,soon wont be able to afford fuel to put in their cars and hence the alleged litter will no longer be a problem and your little difficulty will have gone away.
