Major changes to the driving test and the driver learning process, including a star-rating system for instructors, have been proposed by the Government.

Aimed at reducing the high accident rate among young drivers, the proposals, which will now be consulted on, could see changes in place within two to three years.

Announced by Transport Secretary Ruth Kelly, the plans include an improved driving test which will require candidates to demonstrate independent driving skills and a clear understanding of different situations on the roads.

The star-rating system for instructors will give learners an informed choice based on pass rates.

The proposals also include a foundation course in safe road use for under 17-year-olds, which will be piloted in schools and colleges in Scotland from this Autumn. This will lead to a qualification that will be available across Britain.

The driving test will be revised to place less emphasis on mechanical manoeuvres. For example drivers could be asked to find their way to a specific point during the test.

The Government also wants to see a more focused and thorough learning process for candidates which looks not just at vehicle control but also the wider skills needed to be a safe driver, from driving in difficult conditions - at night or in poor weather - to learning to predict and respond to other road users' intentions.

In addition there could now be new opportunities to take extra training after the test and there will also be a review of driving instructor training and testing.

Ms Kelly said: "Every year more than 750,000 people pass their driving test. New drivers are keen to gain the freedom driving offers them to access further education, jobs or keep in touch with family and friends.

"But too many new drivers are involved in road accidents and are not properly prepared for driving alone."

No doubt the driving lesons, exams etc will be more expensive.
A star rating system will mean the top instructors will charge exorbitant prices and the rest will struggle to keep up.
Will the kids fron poorer backgrounds not bother to drive?
Of course they will , they just wont bother taking a test !

More meddling from this incompetent government. Now from the inept, Ruth Kelly. She, with the sort of smug, know-it-all, face you just want to punch. This is the woman who introduced HIPs against universal advice not to. I expect she will ignore all advice about driving tests as well. The sooner she is confined to the dustbin of history, along with the rest of Labour's useless deadbeats, the better.

THERE'S NOTHING WRONG WITH THE DRIVING TEST

These government proposals will make things worse as so much of their interference has done. Not one shred or research or evidence is produced to show that crashes are caused by limitations of the driving test. In fact, Britain's accident figures are among the best in the world. All it needs to improve them further is for the police and the courts to enforce the existing laws. Ruth Kelly is my MP until the next election and she has been a good MP. But, Ruth, the voters here in Bolton olast week showed that you are on your way out unless your government improves. These measures will make things worse. Put the "For Sale" sign on your house in Bolton.

ANOTHER STEALTH TAX AND INCREAS IN VAT INCOME

"To be announced by Transport Secretary Ruth Kelly, a consultation document may propose a harder, more-expensive driving test."

And this would generate more revenue through increased income tax, national insurance and VAT of 17.5 percent from enhenced income of the driving schools.

Of course, the more expensive driving test fees, which may be further sub divided to cover (such as theory, driving on A or B class roads, driving on motrways, etc.) different aspects of driving, to generate more revenue to pay for the salaries, holidays, pensions, allowances,etc. for the members of House of Conmen/women!

HOW TO CATCH THE INCOMPETENT DRIVERS!

And the easiest way of catching these incompetent foreign drivers is to watch these drivers straddling the middle and off-side lanes of motorways and creating congestions.

But do the CCTV cameras or the Talivans do this?

No, this can only be done by presdence of a police patrol.

But then these are police patrols are engaged in escorting our ROYAL MINISTERS AND THEIR CRONIES to the airports to see them off on their hoildays, of course, paid for by the taxpayers!
