Home Secretary Jacqui Smith is facing a tough confrontation with police officers who are furious about her handling of their annual pay rise.

Her appearance in front of 1,000 delegates at the Police Federation's annual conference in Bournemouth comes the day after officers voted to lobby for the right to strike.

They are expected to hold Ms Smith responsible for the prospect of the first police strike for 90 years.

The Police Federation said 86% of its members want to lobby for the same industrial rights as other workers if the Government is not bound to honour arbitrated pay deals. Federation chairman Jan Berry said of Ms Smith's appearance: "Despite our anger, our frustration and our sense of betrayal we will remain professional and courteous yet robust. We will be polite but poignant."

She added that the results of the Ipsos Mori poll were a "wake-up call for the Government".

Mrs Berry, who steps down on Thursday after six years in the job, added that it would be for the federation's next set of officials to decide the next steps.

Turnout in England and Wales was 60,600 votes, or 43%. A separate, informal survey of 9,000 members of the Police Service of Northern Ireland found 90% were in favour of full industrial rights.

More than 20,000 officers marched on Westminster in January over Ms Smith's decision to introduce a 2.5% pay rise in stages, effectively reducing the overall award to 1.9%.

The police last went on strike in 1918 and 1919 in Liverpool and London, leading to the Government banning officers from taking industrial action or belonging to a trade union.

Chairman of the federation's sergeants committee, Paul McKeever, has accused Ms Smith of being "home secretary in name only" and a "conduit for Gordon Brown's centrally-controlled diktats".

Will you be raising your voice in approval of the
pay rise that MP's are asking for, if this so called government cannot keep a promise to which they had already agreed , which was to abide by the decision of and independent body over police pay,how many other promises
will they break,a promised referendum being the jumbo one,who knows one of their empty promises may affect you then you may change your tune

Ms. Smith for once is right to stand by her guns. If the chosen few had been any other than this particular bunch of so called civil servants there would not have ben so much hue and cry.
They have had a pay rise not as much as they thought they were going to get but never the less a lot more than most, who are obliged by law to pay for their verygood overall job packages.

Don't make the mistake of Macpherson by branding the whole Police Force for the problems,have a go at those pulling the strings .not letting the police Officers do the job for which they are trained,just goes to show the mentality of those interferring in the police, they put 'pretend' police on the streets while the REAL ones are stuck inside filling in forms,trying to reach targets, when they do go out they have one hand tied behind their backs walking on eggshells for fear of making someone somewhere outraged and offended ready to have a go at them. The foot soldiers are not happy with their lot they would rather be free to do the job for which they are trained.
Remember when white recruits were refused
but ethnics would be accepted,another stupid idea,what happened to the best person for the job, we hear that the colour of ones skin should not make a difference but it does, if you are white,do you get my drift, have a go at those
pulling the stringsthey are making no sense at all
then the foot soldiers get the flak,its not fair

The police should never have been put in the position of considering strike action,this government went back on a decision made over police pay by an independent body which they promised they would accept.
It appears the Civil Service is threatening strike action, then there is the impendijng claim by MP's
for more money usually arranged by themselves , because no doubt we have found out what the poor darlings spend our money on,we shall just have to refuse them getting a pay rise. Fair's fair
