The social work chief said money made him irresistible

A sex pest social work chief harassed four female colleagues while boasting he was irresistible to women because of his “money, status and sexual prowess”.

When one woman confronted him, he told her : “I’m just a scally from Liverpool.”

Thomas Starkey, 57, was suspended for two years by the General Social Care Council after being found guilty of 15 misconduct charges.

The married father-of-two made sexual advances for 11 years.

He propositioned one woman on a work trip to Ireland, asking her: “Your hotel room or mine?”

Another woman he met at hotels for sex asked in advance which knickers she should wear.

Starkey was social work director at Clifford House, a private care home provider for children in Herefordshire.

He helped to shape national policy on child care as a member of the Children’s Workforce Development Council.
