Sneijder has been a longstanding target for United and enjoys a good relationship with new boss Louis Van Gaal.
And according to reports in Turkey, Gala are keen to sell to fund a move for Balotelli.
AC Milan have already decided to try and offload the temperamental striker this summer and are reportedly willing to accept a bid just £14.5m to get the player off their books.
And that has seen new Gala boss Cesare Prandelli - who worked with Balotelli as Italian national team boss - lobby the Istanbul club to make a move.

Prandelli was effusive when asked about Sneijder at his unveiling but would accept the player's departure if it resulted in Balotelli's arrival.
Last week Gala president Unal Aysal said:"Wesley Sneijder has a release clause set at €20m [£16m].
"Any team that give us that money and he wants to go, we can't keep him.
"Legally speaking, we have no right."
But reports today suggest that the Turkish club may even be willing to accept slightly less than that figure in the hope that they can win the race for Balotelli.
