The 22-year-old's current deal with the Stamford Bridge club is set to expire in two years but the Blues are offering him £60,000-a-week to extend his stay.
He said: "When I am back at Chelsea I will probably sign the new contract."
Lukaku eventually joined Everton for £28m, a fee out of the German club's reach.
Allofs said: "I am not prepared to do deals that are worth so much. I do not want that, that’s not our transfer philosophy and there are rules and regulations. We have to keep an eye on the rules."
