"I think for all the players it's a competition, a dream competition, when you think of being a real soccer player."
Portugal, who are alongside Spain, Morocco and Iran in Group B in Russia, have already tasted recent international success at a major tournament with victory at the European Championships in 2016.
And while Deco admits his country are not the favourites, he feels other teams will fear them because of their Euro 2016 triumph.
"Germany, no question, will be one of the favourites," Deco added.
"We understand that Portugal are not favourites but it's good.
"We weren't favourite in the Europa Cup (Euros 2016) but I think Portugal has a good team.

Barcelona legends Rivaldo and Deco surprise fans
"I can see at this moment, Portugal, Brazil, England, France... for me the same [level].
"Maybe Brazil and Germany a little bit higher difference.
"There was a pressure before [Euro 2016] because Portugal always, almost won something important for the national team.
"And of course Portugal won in 2016 I think the pressure is different now. People, the press, say teams are fearing Portugal and that's a good thing."
Portugal's first game comes on Friday when they take on Spain in their opening Group B fixture.
