Gabigol has instead joined Flamengo in his home land after reportedly penning a contract extension with Inter.
According to the insider, the Hammers were always unlikely to secure his services.
He tweeted: "I always said when he was first linked it’s very doubtful we would get a permit despite some interest! Not sure if a bid was actually made but this was always the case.”
Last week, the 22-year-old appeared to snub a move to east London when he revealed he was keen to stay in Italy and fight for his place.

“Before any decision I want to speak with (Inter manager Luciano) Spalletti,” Gabigol insisted, speaking to Panorama.
“I’ll be in Italy on January 7 for a meeting. I’d like a chance at Inter.”
It is believed that Spalletti told the player he was free to leave the San Siro on loan again.
