Reports earlier this week suggested that United could be preparing a £30m bid for Strootman in January following Roma's elimination from the Champions League.
And while Sabatini admits the loss to Manchester City was a blow, he doesn't believe it will change their stance in relation to Strootman.
He told Sky Sport Italia: "There is regret and it grows all the time, but we need to get over the loss and turn it into positive energy.

"I believe participation in the Europa League will be a good first step for Roma in the European cups just like it was for Atletico a while back.
"It's also a big loss from the financial stand point, but we'll come up with something to find the money necessary to make another purchase eventually.
"Strootman? Unless we get presented with an indecent offer, he'll stay with us. President Pallotta also said so: we can't give him up."
