The 20-year-old, who is on loan at Borussia Dortmund from Manchester United, was accused of having a "poor state of mind".
Enzo Scifo told Belgian publication La Derniere Heure: "A 20-year-old player who gives this impression of non-motivation, it reflects a poor state of mind.
"I would normally speak to him, but I don’t have a good feeling about this.
"I’m not condemning him because he is young. He might react in six months, a year or two. I hope it won’t be too late for him.
"I dislike that a player is not motivated. The U21s aren’t a pub team!
"When you’re 20, you have to be humble enough to understand that on your own. You can’t ask your dad or your agent if it’s a good choice or not."
Blind criticised the United winger following his drop in form for club and country but Depay has responded to the comments.
"When I spoke to Danny Blind [after linking up with Holland], it was a very good conversation," he told NOS.
"I don’t think I’m in a difficult path of my career, as the media says. I just think my form isn’t very good right now.
"But I'm still working hard and, just because I'm not displaying the same form that I showed at the World Cup or last season, it doesn’t mean that I'm not working hard.
"I think I’m a team player and the other players in the team also think that.

Adnan Januzaj has come under-fire from his Belgian coach
"I feel good again right now and other people don’t see what I’m doing in the training, so people think I’m not busy with football.
"But that’s not true."
Antonio Valencia could be set for a lengthy spell on the sidelines after undergoing surgery on his left foot.
