Antonio Conte opted to keep Chalobah at Stamford Bridge in the summer after the midfielder had been sent out to six different clubs on loan in the past four years.
But the 22-year-old has struggled to break into Chelsea's first team and has been limited to a few opportunities from the bench in the Premier League.
Chelsea regularly loan out young players from the academy to gain first team action and they currently have 37 players on their books plying their trade elsewhere.

Chalobah has been sent out on loan to Napoli, Reading, Burnley, Middlesbrough, Nottingham Forest and Watford during his time at Chelsea and could be set to make another move this summer.
According to Calciomercato, three Bundesliga sides and numerous clubs from Spain have made enquiries about his availability.
Watford have also reportedly expressed an interest in bringing Chalobah back to Vicarage Road where he spent the 2012/13 season.

Conte confirmed last week that both Ruben Loftus-Cheek and Chalobah would remain at Chelsea until the end of the season.
"For the rest of the season Ruben and Chalobah will for sure continue to stay with us," said Conte.
