Dier was linked with a move to Chelsea in January, but a move failed to materialise.
The 23-year-old has predominantly played on the right side of defence after ceding his midfield role to summer signing Victor Wanyama.
Mauricio Pochettino is eager to bolster his defence and bring in a player that could play in a back four or in a three to support Toby Alderweireld and Jan Vertonghen.

And according to the Daily Telegraph, Tottenham have identified Burnley ace Michael Keane as a top target.
It is said Spurs are reluctant to let any players leave White Hart Lane at the end of the season.
However, the report suggests that the north London's outfit in Keane could aid Mourinho in his quest to land Dier.
Everton and Liverpool have also been keeping tabs on the 24-year-old.
